اتهم وكيل وزارة حقوق الإنسان اليمني لقطاع الشراكة والتعاون الدولي نبيل عبدالحفيظ، المليشيا الحوثية بالسعي الدائم وراء الفوضى والدمار اتكاءً على عقيدتها التدميرية.
وقال عبدالحفيظ، في حوار خاص لـ«عكاظ»: «المليشيا الانقلابية أثبتت على مدى عقدين من الزمن أنها جماعة عقائدية راديكالية، قائمة على فكر إقصائي ينكر الآخر ولا يتعايش إلا وفق قاعدة التواجد الأحادي»، مشدداً على أن هذه الفئة الباغية لا تؤمن بالسلام، ولا تفهم إلا لغة القوة، وأن كافة مبادرات التهدئة التي تبتلعها ما هي إلا مناورات مكشوفة لترتيب صفوفها والعودة إلى مربع الحرب والدمار.
واعتبر وكيل وزارة حقوق الإنسان، في سياق حواره، أن الهجوم الانقلابي الغادر والمستمر على مديرية «حيس» بالحديدة يمثل انعكاساً فاضحاً للطبيعة العدوانية التي جُبلت عليها هذه الجماعة التي يلفظها الشعب اليمني برمته، موضحاً أن الشرعية اليمنية مسنودة بتحالف دعم الشرعية، قدمت المبادرات تلو المبادرات لمد اليد للسلام، ليس رهاناً على المليشيا، بل لإقامة الحجة وتعرية حقيقتها ونياتها الغادرة أمام المجتمع الدولي.
تصعيد فاشل لتهديد الملاحة
ورصد عبدالحفيظ تحركات المليشيا الميدانية وتخبطها، مبيناً أنه بمجرد حدوث أي توترات تسارع المليشيا للتحرك عبر تصعيد الانتهاكات والقرصنة ضد الملاحة الدولية والتجارة العالمية في البحر الأحمر ومضيق باب المندب، في محاولة بائسة لاستخدام الممرات المائية كأوراق ضغط رخيصة، وضرب الأمن والسلم الإقليمي والدولي في المنطقة.
وأشار إلى أن التوقيت الحالي يفضح مخطط الحوثي بدقة؛ فبمجرد هدوء الأوضاع في جبهات معينة، سارعت المليشيا لرفع وتيرة الخطاب الحربي وشن التهديدات السافرة تجاه الأشقاء في المملكة العربية السعودية، والقوات الحكومية في المناطق المحررة، مستغلة في الوقت ذاته أجواء التهدئة التي وفرها التحالف والشرعية، لمحاولة فرض واقع جديد وإدخال الطائرات الإيرانية إلى مطار صنعاء المحتل، وتسهيل دخول القيادات العسكرية والسياسية التابعة لطهران لإدارة المشهد من داخل العاصمة المختطفة.
كسر الدبلوماسية الرمادية وحصار شامل
وطالب وكيل وزارة حقوق الإنسان مجلس الأمن والمجتمع الدولي بالخروج من مربع «الدبلوماسية الرمادية والمهادنة الضبابية»، التي لم تزد المليشيا إلا غطرسة وتمادياً في غيها، داعياً إلى اتخاذ قرار دولي حاسم وعاجل يصنف الجماعة منظمة إرهابية، وما يترتب على ذلك من تبعات سياسية وعسكرية واقتصادية كفيلة بفرض حصار شامل عليها وإخضاعها بالقوة، مشدداً على أهمية حالة الغليان والرفض الشعبي التي تجسدت في «النكف القبلي» لأبناء محافظة الجوف ومناطق أخرى ضد الغطرسة الحوثية، ما يستوجب توحيد الصف الداخلي سياسياً وعسكرياً وقبلياً لتشكيل جبهة عريضة تنهي هذا الملف الأسود من تاريخ اليمن.
10 تقارير تفضح الانتهاكات
وعلى صعيد التحرك الحقوقي، كشف عبدالحفيظ لـ«عكاظ»، أن قطاع الشراكة والتعاون الدولي بوزارة حقوق الإنسان نجح خلال الأشهر الثلاثة الماضية في إعداد وإرسال قرابة 10 تقارير نوعية وشاملة للمقررين الخواص في الأمم المتحدة وفريق لجنة العقوبات التابع لمجلس الأمن، مدعمة بالقرائن والأدلة الدامغة التي تضع الهيئات الدولية أمام مسؤولياتها تجاه الجرائم الحوثية الممنهجة، وفي مقدمتها عمليات التجنيد القسري للأطفال، وحصار القبائل، واستخدام اللاجئين والمهاجرين غير الشرعيين القادمين من إثيوبيا أوراق ضغط ووقوداً للمعارك.
وفجّر وكيل وزارة حقوق الإنسان مفاجأة حقوقية، وثقتها التقارير الرسمية حول فظائع فصائل المليشيا النسائية المسلحة المسماة بـ«الزينبيات والفاطميات»، اللواتي يمارسن مداهمة المنازل وتلقين الأفكار السامة بالقوة، واختطاف مئات النساء اليمنيّات اللواتي يقبعن في زنازين سرية، وسط ضغوط ترهيبية تمارسها المليشيا على أهاليهن لمنع تسريب أي معلومات، فضلاً عن الانتهاكات الصارخة للعملية التعليمية، والفصل الطائفي الذي تسبب في عزوف الأسر عن إرسال بناتها للمدارس، ما يهدد الحاضر والمستقبل بكارثة فكرية غير مسبوقة.
ألغام الموت والمحاكم الإعدامية
واستنكر عبدالحفيظ استمرار القصف المدفعي المباشر للأحياء السكنية في تعز، والضالع، والحديدة، الذي حصد أرواح الآلاف من النساء والأطفال والشيوخ، مسلطاً الضوء على الوجه الأكثر سواداً للمليشيا، المتمثل في زراعة أكثر من 2.5 مليون لغم فردي ومقذوف غادر، حصدت حتى الآن قرابة 5,000 مدني بين قتيل وجريح، مثمناً في الوقت ذاته الدور الريادي والتاريخي للمملكة العربية السعودية عبر «مركز الملك سلمان للإغاثة والأعمال الإنسانية»، الذي يشكل العصب الإنساني الأول لليمنيين، والمشروع السعودي لتطهير الأراضي اليمنية من الألغام (مسام)، الذي نجح بالتكامل مع الجهات الحكومية في انتزاع أكثر من نصف مليون لغم ومقذوف، برغم أن المساحات الملوثة لا تزال تتطلب سنوات طوالاً لتطهيرها.
واختتم وكيل وزارة حقوق الإنسان تصريحه بالتنديد بالمسرحيات الهزلية والمحاكمات الصورية الخاطفة التي تنتهي بأحكام إعدام جاهزة ضد أصحاب الرأي والمواطنين بتهم واهية، والتي تمددت أخيراً لتطال موظفي الأمم المتحدة والمنظمات الدولية لإثارة الرعب وتكميم الأفواه، مؤكداً أن الرهان اليوم بات على يقظة اليمنيين وتلاحمهم لإنهاء هذا الكابوس المظلم، والانطلاق نحو بناء الدولة الاتحادية الجديدة التي تعيد الروح لليمن السعيد، وتؤكد اصطفافه كركيزة تنموية وأمنية صلبة في عمقه العربي.
The Yemeni Deputy Minister of Human Rights for the International Cooperation and Partnership Sector, Nabil Abdul Hafiz, accused the Houthi militia of constantly seeking chaos and destruction based on its destructive ideology.
Abdul Hafiz stated in a special interview with “Okaz”: “The coup militia has proven over two decades that it is a radical ideological group, based on an exclusionary thought that denies the other and only coexists according to the principle of singular presence,” emphasizing that this rebellious faction does not believe in peace and only understands the language of force, and that all the ceasefire initiatives it consumes are nothing but transparent maneuvers to reorganize its ranks and return to the square of war and destruction.
The Deputy Minister of Human Rights considered, in the context of his dialogue, that the treacherous and ongoing coup attack on the district of “Hays” in Al-Hudaydah represents a blatant reflection of the aggressive nature that this group is molded by, which is rejected by the entire Yemeni people. He clarified that the Yemeni legitimacy, supported by the Coalition to Support Legitimacy, has presented initiative after initiative to extend a hand for peace, not as a bet on the militia, but to establish the argument and expose its true nature and treacherous intentions before the international community.
Failed Escalation to Threaten Navigation
Abdul Hafiz monitored the militia’s field movements and its confusion, indicating that as soon as any tensions arise, the militia hastens to escalate violations and piracy against international navigation and global trade in the Red Sea and the Bab el-Mandeb Strait, in a desperate attempt to use the waterways as cheap pressure cards, undermining regional and international security and peace in the area.
He pointed out that the current timing precisely exposes the Houthi scheme; as soon as the situation calms in certain fronts, the militia hastens to raise the tone of war rhetoric and launch blatant threats against the brothers in the Kingdom of Saudi Arabia and the government forces in the liberated areas, simultaneously exploiting the atmosphere of calm provided by the coalition and legitimacy, in an attempt to impose a new reality and introduce Iranian aircraft into the occupied Sana’a airport, facilitating the entry of military and political leaders affiliated with Tehran to manage the scene from within the kidnapped capital.
Breaking the Gray Diplomacy and Comprehensive Siege
The Deputy Minister of Human Rights called on the Security Council and the international community to move away from the square of “gray diplomacy and nebulous appeasement,” which has only increased the militia’s arrogance and transgression, urging the adoption of a decisive and urgent international resolution that classifies the group as a terrorist organization, with all the political, military, and economic consequences that would impose a comprehensive siege on it and subdue it by force. He emphasized the importance of the boiling state and popular rejection manifested in the “tribal backlash” of the people of Al-Jawf province and other areas against Houthi arrogance, which necessitates unifying the internal front politically, militarily, and tribally to form a broad front that ends this dark chapter in Yemen’s history.
10 Reports Exposing Violations
In terms of human rights action, Abdul Hafiz revealed to “Okaz” that the International Cooperation and Partnership Sector at the Ministry of Human Rights has succeeded over the past three months in preparing and sending nearly 10 qualitative and comprehensive reports to the special rapporteurs at the United Nations and the Security Council’s sanctions committee, supported by irrefutable evidence that places international bodies before their responsibilities regarding the systematic Houthi crimes, foremost among them the forced recruitment of children, the siege of tribes, and the use of refugees and illegal migrants coming from Ethiopia as pressure cards and fuel for battles.
The Deputy Minister of Human Rights unveiled a human rights surprise, documented by official reports regarding the atrocities of the armed women’s militia factions known as “Zainabiyat and Fatimiyat,” who carry out home raids and force-feed toxic ideas, and kidnap hundreds of Yemeni women who are held in secret dungeons, amid intimidating pressures exerted by the militia on their families to prevent any information leaks, in addition to the blatant violations of the educational process and sectarian segregation that have caused families to refrain from sending their daughters to schools, threatening the present and future with an unprecedented intellectual catastrophe.
Landmines of Death and Execution Courts
Abdul Hafiz condemned the continued direct artillery shelling of residential neighborhoods in Taiz, Al-Dhale, and Al-Hudaydah, which has claimed the lives of thousands of women, children, and the elderly, highlighting the darkest face of the militia, represented in planting more than 2.5 million individual landmines and treacherous projectiles, which have so far killed and injured nearly 5,000 civilians. He praised, at the same time, the pioneering and historical role of the Kingdom of Saudi Arabia through the “King Salman Relief and Humanitarian Aid Center,” which forms the primary humanitarian backbone for Yemenis, and the Saudi project to clear Yemeni lands of mines (Masam), which has successfully, in coordination with government entities, removed more than half a million mines and projectiles, despite the fact that contaminated areas still require many years to be cleared.
The Deputy Minister of Human Rights concluded his statement by denouncing the farcical plays and swift mock trials that end with ready death sentences against dissenters and citizens on flimsy charges, which have recently extended to include employees of the United Nations and international organizations to instill terror and silence voices, affirming that the bet today is on the vigilance and unity of Yemenis to end this dark nightmare and move towards building the new federal state that restores the spirit to happy Yemen and confirms its alignment as a solid developmental and security pillar in its Arab depth.
