كشفت وسائل إعلام غربية، اليوم (الخميس)، تحركات أوروبية لوضع خطط بالتعاون مع أوكرانيا لإشراك روسيا في مفاوضات إنهاء الحرب، في ظل ما يُنظر إليه على أنه زخم يعزز موقف الرئيس الأوكراني فولوديمير زيلينسكي.

ونقلت وكالة «بلومبيرغ» عن أشخاص مطلعين على الأمر قولهم إن مسؤولين من أكبر ثلاثة اقتصادات في أوروبا، وهي ألمانيا وفرنسا وبريطانيا، ناقشوا إمكانية إجراء محادثات تضم الطرفين، كما بحثوا الأمر مع نظرائهم الأوكرانيين، في حين لم يعلق المتحدثون باسم حكومات الدول الثلاث على تلك المعلومات.

وأوضحت المصادر أنه مع تعثر المحادثات التي تقودها الولايات المتحدة، وتكبد القوات الروسية خسائر متزايدة وسط حالة الجمود في ساحة المعركة، ترى هذه الدول فرصة محتملة لدفع الرئيس الروسي فلاديمير بوتين إلى طاولة المفاوضات. واعتبرت أن الضغوط على الكرملين تتزايد، خصوصاً مع نجاح القوات الأوكرانية في تنفيذ هجمات بطائرات مسيرة في عمق الأراضي الروسية.

وذكرت المصادر أن القرار النهائي بشأن المضي قدماً في أي مسار تفاوضي مع روسيا يعود إلى زيلينسكي، مؤكدة أن الدول الأوروبية لن تضغط عليه لقبول أي إستراتيجية لا تحظى بموافقته. كما توقعت أن يجري رئيس الوزراء البريطاني كير ستارمر مباحثات مع المستشار الألماني فريدريش ميرتس والرئيس الفرنسي إيمانويل ماكرون خلال الأيام القادمة.

وكان زيلينسكي قد حذر من أن أوكرانيا تحتاج بشكل عاجل إلى مزيد من أنظمة «باتريوت» وغيرها من قدرات الدفاع الجوي، في ظل استمرار روسيا بقصف المدن الأوكرانية، كما دعا أوروبا إلى إيجاد دور أكبر لها في جهود التفاوض التي قادتها الولايات المتحدة بصورة رئيسية.

في المقابل، رأى منتقدون لفكرة الانخراط في محادثات مباشرة مع روسيا في الوقت الراهن، بينهم مسؤولون من الدول الأوروبية الثلاث، أن التوقيت غير مناسب للتفاوض مع موسكو، مؤكدين أن الرئيس الروسي فلاديمير بوتين «لم يُظهر أي بادرة جدية في المفاوضات، ولا يزال متمسكاً بمطالب صعبة، من بينها تنازل أوكرانيا عن أراضٍ لا تسيطر عليها موسكو».

وشددوا على ضرورة استغلال الظروف الحالية لتزويد زيلينسكي بالأسلحة التي يحتاجها، وزيادة الضغط على الكرملين عبر تشديد العقوبات وتصعيدها.

وأضافت المصادر أن مجموعة E3 يجب أن تعمل بالتنسيق مع الولايات المتحدة لإجبار روسيا على الجلوس إلى طاولة المفاوضات، معتبرة أن المشكلة تكمن في موسكو وليس في كييف، ومؤكدة أن الدول الأوروبية لا ينبغي أن تكون الطرف الذي يطلب من بوتين التفاوض، بل يجب أن يكون العكس، في ظل التحديات الاقتصادية المتزايدة التي تواجهها روسيا، وارتفاع معدلات خسائرها الشهرية.

Western media revealed today (Thursday) European moves to develop plans in collaboration with Ukraine to engage Russia in negotiations to end the war, amid what is seen as momentum that strengthens the position of Ukrainian President Volodymyr Zelensky.

Bloomberg reported, citing sources familiar with the matter, that officials from the three largest economies in Europe—Germany, France, and the UK—discussed the possibility of conducting talks involving both parties, and they also discussed the matter with their Ukrainian counterparts, while spokespeople for the governments of the three countries did not comment on this information.

Sources indicated that with the US-led talks stalled and Russian forces suffering increasing losses amid a stalemate on the battlefield, these countries see a potential opportunity to push Russian President Vladimir Putin to the negotiating table. They noted that pressure on the Kremlin is increasing, especially with the success of Ukrainian forces in carrying out drone attacks deep within Russian territory.

The sources mentioned that the final decision on proceeding with any negotiation path with Russia rests with Zelensky, emphasizing that European countries will not pressure him to accept any strategy that does not have his approval. They also anticipated that British Prime Minister Keir Starmer would hold discussions with German Chancellor Friedrich Merz and French President Emmanuel Macron in the coming days.

Zelensky had warned that Ukraine urgently needs more Patriot systems and other air defense capabilities, as Russia continues to bombard Ukrainian cities, and he called on Europe to find a larger role in the negotiation efforts that have been primarily led by the United States.

Conversely, critics of the idea of engaging in direct talks with Russia at this time, including officials from the three European countries, believe that the timing is not right for negotiations with Moscow, asserting that Russian President Vladimir Putin “has shown no serious gesture in negotiations and still clings to difficult demands, including Ukraine conceding territories not controlled by Moscow.”

They emphasized the need to take advantage of the current circumstances to provide Zelensky with the weapons he needs and to increase pressure on the Kremlin by tightening and escalating sanctions.

The sources added that the E3 group should work in coordination with the United States to force Russia to sit at the negotiating table, considering that the problem lies with Moscow, not Kyiv, and affirming that European countries should not be the ones asking Putin to negotiate; rather, it should be the opposite, given the increasing economic challenges facing Russia and the rising rates of its monthly losses.
