فيما تترقب دول العالم التوقيع النهائي للاتفاق بين إيران والولايات المتحدة بعد 4 أشهر من الحرب، تتجه الأنظار إلى لبنان، الذي تشير تقارير إعلامية إسرائيلية إلى أن الجيش الإسرائيلي يستعد لوقف عملياته هناك.

ونقلت هيئة البث الإسرائيلية عن مصادر أمنية قولها إن الجيش يستعد لاحتمال إصدار القيادة السياسية تعليمات بوقف التقدم البري في جنوب لبنان، ضمن الاتفاق الجاري بلورته بين واشنطن وطهران، موضحة أن الجيش لن ينسحب من المنطقة الآمنة جنوبي لبنان في إطار الاتفاق مع إيران، وهذا ما سيُناقش خلال المحادثات.

ومن المقرر أن تُجرى الجولة الخامسة من المفاوضات اللبنانية – الإسرائيلية في واشنطن في 22 من يونيو الجاري، لمناقشة تنفيذ ما تم الاتفاق عليه في الجولة الأولى.

ووجّهت لبنان اتهامات لإسرائيل بالمماطلة ورفض تقديم تنازلات حقيقية، في وقت يواصل الجنوب اللبناني دفع ثمن الحرب من نزوح ودمار واتساع رقعة التوغلات العسكرية.

واعتبر دبلوماسيون ومراقبون أن ما تم التوصل إليه في الجولة الرابعة لا يرقى إلى مستوى الاتفاق النهائي، بل يندرج في إطار «إعلان مبادئ» يتضمن وقفاً مشروطاً لإطلاق النار.

وذكرت المصادر أنه رغم الضغوط الأمريكية، فإن الجانب الإسرائيلي، ورغم موافقته الأولية، لا يُبدي استعداداً لتقديم أي تنازلات للبنان، معتبرة أن التفاهم الأخير حول وقف إطلاق النار والمنطقة التجريبية جاء نتيجة ضغوط مباشرة مورست على الجانب الإسرائيلي من قبل الولايات المتحدة.

واتفق لبنان وإسرائيل على الإسراع في إنشاء مناطق تجريبية تتولى فيها القوات المسلحة اللبنانية السيطرة الحصرية على الأراضي، مع استبعاد جميع الجهات المسلحة غير التابعة للدولة، وفقاً لما ورد في البيان الثلاثي المشترك الذي صدر عقب الجولة الرابعة مطلع يونيو.

As countries around the world await the final signing of the agreement between Iran and the United States after 4 months of war, attention turns to Lebanon, where Israeli media reports indicate that the Israeli army is preparing to halt its operations there.

The Israeli Broadcasting Authority reported that security sources said the army is preparing for the possibility that the political leadership will issue instructions to stop the ground advance in southern Lebanon, as part of the ongoing agreement being formulated between Washington and Tehran. It clarified that the army will not withdraw from the safe zone in southern Lebanon as part of the agreement with Iran, and this will be discussed during the talks.

The fifth round of Lebanese-Israeli negotiations is scheduled to take place in Washington on June 22, to discuss the implementation of what was agreed upon in the first round.

Lebanon has accused Israel of stalling and refusing to make real concessions, while southern Lebanon continues to pay the price of war through displacement, destruction, and the expansion of military incursions.

Diplomats and observers have considered that what was reached in the fourth round does not rise to the level of a final agreement, but falls within the framework of a “Declaration of Principles” that includes a conditional ceasefire.

Sources mentioned that despite American pressures, the Israeli side, despite its initial agreement, does not show a willingness to make any concessions to Lebanon, considering that the recent understanding regarding the ceasefire and the trial area came as a result of direct pressures exerted on the Israeli side by the United States.

Lebanon and Israel agreed to expedite the establishment of trial areas where the Lebanese armed forces will have exclusive control over the lands, excluding all non-state armed groups, according to what was stated in the joint trilateral statement issued after the fourth round in early June.
