تحت مظلة وقف إطلاق النار تنطلق، اليوم (الثلاثاء)، في واشنطن الجولة الخامسة من المفاوضات اللبنانية – الإسرائيلية لمتابعة تنفيذ الهدنة «الهشة»، بمشاركة سفيري البلدين.

واتفق الجانبان خلال الجولة السابقة من المفاوضات على تنفيذ وقف لإطلاق النار، والإسراع في إنشاء مناطق تجريبية تتولى فيها القوات المسلحة اللبنانية السيطرة الحصرية على الأراضي، مع استبعاد جميع الجهات المسلحة غير التابعة للدولة.

وأفادت هيئة البث الإسرائيلية بأن محادثات واشنطن ستجري بصيغة مماثلة للجولات السابقة، في إطار جولة جديدة تهدف إلى بلورة التفاصيل الأولية لانسحاب قوات الجيش الإسرائيلي من جنوب لبنان ضمن المرحلة التجريبية الخاصة بانتشار الجيش اللبناني.

ولفتت إلى أن احتمال تنفيذ انسحاب تدريجي أُخذ بعين الاعتبار، وفق مصادر إسرائيلية.

وذكرت الرئاسة اللبنانية، أمس (الإثنين)، أن الرئيس جوزيف عون ناقش هاتفياً الجهود المبذولة للحفاظ على وقف إطلاق النار وكبح التصعيد العسكري الإسرائيلي، مع نائب الرئيس الأمريكي جي دي فانس ورئيس الوزراء القطري محمد بن عبد الرحمن ومبعوث البيت الأبيض جاريد كوشنر.

وتأتي هذه التطورات بالتوازي مع موافقة الولايات المتحدة قبل يومين على إنشاء آلية للتحقق من خروقات وقف إطلاق النار في لبنان.

وكان رئيس الوزراء الإسرائيلي بنيامين نتنياهو ⁠ووزير الدفاع ‌يسرائيل كاتس وقائد الجيش، قالوا في ​بيان ⁠مشترك، عقب اجتماع أمني ⁠إن القوات الإسرائيلية ستواصل الحفاظ على المنطقة الأمنية في جنوب لبنان.

فيما أوضح مسؤول في الخارجية الأمريكية أن وزير الخارجية ماركو روبيو، أجرى اتصالين مع الرئيس اللبناني جوزيف عون ورئيس الوزراء الإسرائيلي بنيامين نتنياهو، بشأن تثبيت وقف إطلاق النار والمحادثات المستقبلية.

ونتيجة الاتصالات، شرعت الولايات المتحدة في وضع آلية مراقبة عبر القيادة المركزية الأمريكية (CENTCOM)، حيث يحصل صانعو القرار الأمريكيون على معلومات دقيقة وفورية حول القتال في لبنان.

ونقلت شبكة CNN عن مصدر إسرائيلي قوله إن إسرائيل تدرس الإعلان عن انسحابات رمزية من بعض المناطق التي تحتلها في جنوب لبنان، في إطار المحادثات المرتقبة مع مسؤولين لبنانيين هذا الأسبوع في واشنطن.

وكشف المصدر أن الفكرة نوقشت قبل ثلاثة أيام من الاجتماعات المقررة بين إسرائيل ولبنان، وتشمل سحب قوات من مناطق محدودة تقع خلف ما يُعرف بـ «الخط الأصفر»، الذي يحدد حدود المناطق التي يحتلها الجيش الإسرائيلي، عقب وقف إطلاق النار السابق في أبريل.

وأضاف أن هذه الخطوة قد تُقدم على أنها «بادرة حسن نية» تجاه الحكومة اللبنانية، بهدف إعطاء أولوية للمسار الدبلوماسي وفصل الملف اللبناني عن المفاوضات الجارية بين الولايات المتحدة وإيران.

Under the umbrella of the ceasefire, today (Tuesday), the fifth round of Lebanese-Israeli negotiations will commence in Washington to follow up on the implementation of the “fragile” truce, with the participation of the ambassadors of both countries.

During the previous round of negotiations, both sides agreed to implement a ceasefire and expedite the establishment of experimental zones where the Lebanese armed forces would have exclusive control over the territory, excluding all non-state armed groups.

The Israeli Broadcasting Authority reported that the Washington talks will take place in a format similar to previous rounds, as part of a new round aimed at shaping the initial details for the withdrawal of Israeli army forces from southern Lebanon within the experimental phase of the Lebanese army’s deployment.

It noted that the possibility of a gradual withdrawal has been taken into consideration, according to Israeli sources.

The Lebanese presidency stated yesterday (Monday) that President Joseph Aoun discussed over the phone the efforts being made to maintain the ceasefire and curb Israeli military escalation with U.S. Vice President J.D. Vance, Qatari Prime Minister Mohammed bin Abdulrahman, and White House envoy Jared Kushner.

These developments come in parallel with the United States’ approval two days ago to establish a mechanism to verify ceasefire violations in Lebanon.

Israeli Prime Minister Benjamin Netanyahu, Defense Minister Israel Katz, and the army chief stated in a joint statement following a security meeting that Israeli forces will continue to maintain the security zone in southern Lebanon.

A U.S. State Department official clarified that Secretary of State Marco Rubio made two calls to Lebanese President Joseph Aoun and Israeli Prime Minister Benjamin Netanyahu regarding solidifying the ceasefire and future talks.

As a result of these communications, the United States began to establish a monitoring mechanism through the U.S. Central Command (CENTCOM), where American decision-makers receive accurate and immediate information about the fighting in Lebanon.

CNN reported an Israeli source stating that Israel is considering announcing symbolic withdrawals from some areas it occupies in southern Lebanon as part of the anticipated talks with Lebanese officials this week in Washington.

The source revealed that the idea was discussed three days prior to the scheduled meetings between Israel and Lebanon, and includes withdrawing forces from limited areas located behind what is known as the “Blue Line,” which defines the boundaries of the areas occupied by the Israeli army following the previous ceasefire in April.

He added that this step could be presented as a “goodwill gesture” towards the Lebanese government, aiming to prioritize the diplomatic track and separate the Lebanese file from the ongoing negotiations between the United States and Iran.
