توقع مصدر في القضاء العراقي لـ«عكاظ» استعادة ما بين 350 و500 مليار دولار من الشخصيات التي تم اعتقالها بتهم الفساد ونهب المال العام عبر ثلاثة مسارات متوازية.
وقال المصدر أول هذه المسارات استعادة الأموال المنهوبة من خلال تسويات مع متهمين بالفساد، وثانيها جذب استثمارات أمريكية، وثالثها الحصول على دعم خليجي، في مشروع يبدو أكبر من مجرد حملة اعتقالات، وأقرب إلى محاولة لإعادة بناء الاقتصاد والدولة معاً.
وكان رئيس الوزراء علي الزيدي كشف توجه حكومته إلى عقد تسويات مع شخصيات سياسية ورجال أعمال متهمين بالفساد، بعضهم يخضع حالياً للاعتقال ضمن ما بات يعرف إعلامياً بـ«حملة الفجر».
واعتقلت الحكومة حتى الآن 21 مسؤولاً ونائباً في قضايا فساد.
وفي المقابل، هناك ما لا يقل عن ضعف هذا العدد من المسؤولين الذين يواجهون اتهامات تتعلق بـ«تضخم الأموال» أو ما يعرف بالكسب غير المشروع.
وتأتي هذه الإجراءات في لحظة مالية هي الأصعب منذ سنوات، إذ يواجه العراق أزمة سيولة خانقة، بينما تتجاوز الديون العامة 83 مليار دولار.
وفي الأوساط السياسية يتردد رقم آخر أكثر إثارة، إذ تشير تقديرات إلى أن نحو 200 مليار دولار موجودة بحوزة شخصيات تُعرف إعلامياً بـ«حيتان الفساد»، وهو الرقم الذي يدفع الحكومة إلى التفكير بخيار التسويات بدلاً من الاكتفاء بالملاحقات القضائية.
على الجانب السياسي يبدو أن خيار التسويات لا يحظى بإجماع سياسي أو قانوني، خصوصاً أن النائب محمد الخفاجي يعترض على هذا المسار، مؤكداً أن المادة (19) من قانون هيئة النزاهة تفرض عقوبة لا تقل عن سبع سنوات في قضايا الكسب غير المشروع.
ويشير الخفاجي إلى أن القانون لا يكتفي بالسجن، بل يلزم المدان بإعادة الأموال التي حصل عليها بصورة غير مشروعة، فضلاً عن دفع غرامة تعادل ضعف تلك الأموال.
A source in the Iraqi judiciary told “Okaz” that between 350 and 500 billion dollars could be recovered from individuals who have been arrested on charges of corruption and embezzlement of public funds through three parallel pathways.
The source stated that the first of these pathways is the recovery of embezzled funds through settlements with those accused of corruption, the second is attracting American investments, and the third is obtaining Gulf support, in a project that seems larger than just a campaign of arrests, and closer to an attempt to rebuild both the economy and the state together.
Prime Minister Ali Al-Zaydi revealed that his government is moving towards making settlements with political figures and businessmen accused of corruption, some of whom are currently under arrest as part of what has become known in the media as the “Dawn Campaign.”
The government has so far arrested 21 officials and deputies in corruption cases.
In contrast, there are at least double that number of officials facing accusations related to “money laundering” or what is known as illicit gain.
These measures come at a financially challenging moment, as Iraq is facing a severe liquidity crisis, while public debts exceed 83 billion dollars.
In political circles, another more alarming figure is circulating, as estimates suggest that about 200 billion dollars are held by individuals known in the media as “corruption whales,” a figure that drives the government to consider the option of settlements instead of merely relying on legal prosecutions.
On the political side, it seems that the option of settlements does not enjoy political or legal consensus, especially since Deputy Mohammed Al-Khafaji opposes this path, emphasizing that Article (19) of the Integrity Commission Law imposes a penalty of no less than seven years in cases of illicit gain.
Al-Khafaji points out that the law does not only impose imprisonment but also requires the convicted individual to return the funds obtained illegally, in addition to paying a fine equal to double those funds.
